According to Kim, sometime Monday Comcast issued North Korea a whopping $2 million bill that included fees for overages. The North Korean Ministry of Computer Science reveals that the small communist nation signed up for an ‘unlimited data plan’ and consumes a relatively small amount of monthly bandwidth.
North Korea’s internet has been effectively down now for 24 hours, throwing the nation’s fragile financial system, education facilities and government transactions to a halt.

DC insiders speculate that North Korea’s recent transfer of data from Sony’s servers to the nation’s own may have caused a spike in ‘internet history usage’ which resulted in the country being penalized for using more bandwidth than normal.
Comcast has not responded to any of the allegations and rumor has it that North Korea is shopping around for a new ISP.
